DAKOTA COUNTY JAIL ADVISORY COMMITTEE MINUTES

NOVEMBER 30, 2007

Jail Conference Room

 

PRESENT:  Committee Members:  Bill McLarty, Sally Reinert, Vincent Kramper and Bob Giese.  Non-voting committee members:  Scot Ford and Ed Matney.  Also present were Mark Nelson, Interim Jail Administrator and Joan Spencer, Secretary.

ABSENT:  Committee Member:  Marlan Millard.  Non-voting committee member:  James Wagner.

The meeting was called to order at 7:30 a.m. by Chair McLarty.  Roll Call was taken.

 

Vincent Kramper motioned, seconded by Sally Reinert, to approve the minutes of November 2—recessed to November 9, 2007, as printed.  Roll Call - All aye.

 

Update from Temporary Interim Jail Administrator, Mark Nelson, was given:

Concerns:  Jail Standards has given notice to address the sewage grinder problem within six months and to have a full time nurse on staff within six months to one year.  Also, there is a shower drainage problem on the 2nd tier that needs to be addressed.

 

Sally Reinert asked Mark. Nelson if the nurse was on call 24 hours and he said she was.

 

Vincent Kramper asked about the sewage grinder.  Would it work properly if we could control the plastic coming into the pit?   Mark Nelson said Jail Standards does not allow commissary to be taken away or candy bar wrappers to be unwrapped prior to the inmate receiving their product.  Vincent Kramper asked if we could have a rule for wrappers to be returned from the inmates?  Mark Nelson explained commissary is distributed once a week with some inmates getting 10-15 items and he thought with limited staff regulation would be difficult and too time consuming.

 

Bill McLarty informed the Committee that he is proposing an engineer look at the slicer pump installation design we have to determine if there was a flaw in the design that might be covered during our warranty period.  Also, we will be receiving a cost estimate from three different engineers on replacement or upgrading the grinder/slicer as required by Jail Standards.

 

Ed Matney arrived at 7:40 a.m.

 

Vincent Kramper asked if there was any salvage value on the current grinder/slicer pump? 

 

Bob Giese stated he thought there should be some way to control the wrappers.  Mark Nelson gave examples of commissary with wrappers as candy bars, chips, beef sticks, tuna foil packets, etc. 

 

Vincent Kramper knows a retired couple with jail experience who has dealt with a similar situation with commissary items and will see if they are available to come before the committee.

 

Bill McLarty asked Mark Nelson if he has had a chance to look of the Federal or BIA contracts and he had not.  Bill McLarty explained that BIA prisoners are not here yet and thought when their budget was approved in November we would be getting some of their prisoners.  It was suggested that Mark Nelson contact Rick Greenwald in Winnebago.

 

Upcoming needs would be to fix the showers in the upper tier.

 

Committee members can go on a Jail Tour with the Board of Commissioners on December 17th at approximately 11:15 a.m.

 

Inmate Programs.  Vincent Kramper asked about inmate religious programs.  Mark Nelson said there were programs twice a week for English and Spanish speaking inmates.  Mr. Kramper said Father Dan, South Sioux City, could have someone available for a Catholic Mass once a month if needed.

 

Mark Nelson had no other concerns.  There was no public comment or mail and/or emergency business.

 

Vincent Kramper asked if any interviews were scheduled.  Bill McLarty said nothing has been set up.  Vincent Kramper asked why it was re-advertised when we do not have it in our budget to pay $100,000 for an administrator salary?    Bill McLarty said he could not answer that.  The position of interim director will be discussed at Monday’s (December 3) meeting.  Bob Giese asked who was currently being paid for jail administration.  Bill McLarty stated the Sheriff is still getting added compensation as part of his budgeted salary.  Bob Giese asked if the Board of Commissioners has discussed that?

 

Vincent Kramper asked Mark Nelson if he has an assistant.  Mark said no.

 

Vincent Kramper asked again about scheduling interviews for the four finalists whose resumes were reviewed by the Board of Corrections from the first advertisement.  Ed Matney suggested the committee members could write a letter, call or attend the December 3rd Board meeting to express their concerns under agenda item “public comment” to let the Board of Corrections know how they feel about this matter.

 

Vincent Kramper motioned, Bob Giese seconded, to adjourn the meeting at 7:54 a.m.
