Meeting was rescheduled from 4-11 to 4-12 so members could participate in Governors Day!

 

1.        1:30 p.m.  Call to Order with Pledge of Allegiance

             Roll Call

            Approve Minutes of March 21 & 28, 2005

 

CONVENE AS BOARD OF EQUALIZATION

2.        1:35 p.m.    Siouxland Moose Lodge 2411 Scheduled Hearing for Tax Exempt Application                                      

            failed to file Tax Exempt Application and Board has to have a public hearing to

 provide them an opportunity to present testimony supporting their application.

RECONVENE AS BOARD OF COMMISSIONERS

 

3.        1:45 p.m. Judy Renkel  Asked to be on the agenda to report on the County Fair activities.

                      

4.        2:00 p.m.     Dave Prokesh- Mr. Prokesh is appearing at the board’s request to discuss space

utilization/allocation by the Health and Human Services in the Courthouse.  This is

result of the necessity for the County Health Department and Driver’s License

Examiners being required to move sometime after construction begins on the new jail.

 

5.        2:30 p.m.   Fred Denker – Ag Land Board update.  The Area 3 AHLVB will review on Monday

 the Ag Land Values for Dakota County and Mr. Denker will advise the board on what actions were taken.

 

6.        BRO-7022(11)  Change Order for earthwork of roadway revision.  This is a revision to the  Homer 

Bridge Project to relocate Wigle Creek Road approximately 90 feet to the south at the intersection

of Omaha Avenue and Wigle Creek Road.

 

7.        Weed  Dept. Truck -  The Board will consider amending the present policy for the Weed Supt.

to drive the County Weed Pickup to and from work and to limit that usage just during the weed season

April 1 through October 1.

Possible replacement of Road Dept. Pickup.  The Road Foreman will ask the County Board to

replace one of the pickups used in the Road Department.

 

8.        Advertise Annex Building for sale.  The Annex presently houses the County Health Department                    

and the Driver’s Examiners.  These departments will be forced to move from this building sometime

after the construction of the new jail.  Therefore the county board is expected to take bids to sell the building

to the highest bidder with a clause that the bidder must move it.

9.        Parking lot – With the construction of the new County Jail, the county will loose approximately

50% of the parking stalls.  The County Board will discuss the options  to provide the public and

employees with adequate parking.

 

10.    Request the Property Tax Administrator to make the sales file database available to Dakota County

on a quarterly basis pursuant to Sales File Regulation 12-003.08 .

Presently the County receives the report on an annual basis and it does not allow the County Board ample time to appeal certain sales.  Changing this would allow the county t o look at individual sales and to evaluate each sale whether the sale should be used in the mix by the state to determine percent of value to sales ratio for the different classes.

 

11.    Interlocal Agreement with South Sioux City  - The interlocal agreement previously entered

into with South Sioux City prior to the Sales Tax and Jail Election in August needs to be

amended to comply with present state law.  This is being recommended by the bonding agent.

 

12.    Public Defender Resumes -  The County advertised for resumes for the Vacancy of Public

Defender created when Scot Dugan resigned from said position.  The Board is expected

to review the resumes received and to schedule interviews with selected individuals.

 

13.    CDL –  Road Committee requested this to be on the agenda to discuss the qualifications

for employees of the Road Department to have a Commercial Drivers License.

 

14.    Miscellaneous items

*  Abandoned Titles- These are vehicles left on Public Property and not claimed by the owner after

           written notification to do so within 30 days.

                          Dakota County Title 05095700015 on a 1993 Plymouth 4 dr. sedan bearing the VIN 3P3XA46K2PT650747.

                          Dakota County Title 05095700012 on a 1985 Chevrolet PU bearing the VIN 1GCEK14H2FJ1266890.

        *Courthouse Cleaning- Discuss Courthouse Cleaning for the common areas.  Using Inmates to

           clean these areas until the new jail is built may not be feasible.

         *Jail Project -  Item carried on every agenda

         *Review and Approve Payroll Claims

         *Sign agreements with vendors to furnish gravel

   *Tour Rain Soft building to see if it would be possible to temporarily relocate Driver’s License    

     Examiner’s and Health Department until the new jail is completed.
